Ok this may be a little off topic but can some one please explain to me the diference between a Blow of valve and a diverter valve. Plz, some help for better understanding.

A blow off valve typically vents boost pressure to atmosphere, whereas a diverter or compressor bypass valve recirculates the boost pressure back into the intake piping in front of the turbo so there is no rich condition in a MAF based car.

i just need help understanding how you can have vaccum in the turbo-to-intake pipe with a turbo pushing air to a blocked throttle plate. How does the diverter vavle engage.

The vacuum to open the valve comes from the intake manifold. When the throttle plate shuts, there is vacuum within the intake manifold. A vacuum line runs from a port on the intake manifold to the top of the BOV/diverter valve, which actuates the valve itself.
