Whats a good coilover setup including adjustable shocks and springs for under 1k?
Also, my clutch in my 90 ka24e is dead other than a clutch kit (centerforce stage 1 $144)and resurfacing my flywheel what else would i need?

hmmm tax return... http://www.freshalloy.com/

KYB AGX and Ground Control springs.... otherwise Apexi WS coilovers are the closest thing (although the AGX's have adjustable dampening while the Apexi units don't).
Besides the clutch kit... you'd need to resurface the flywheel... and install it. The kit should come with the clutch disc, pressure plate, throw out bearing, and alignment tool.

By the way whats a good spring rate to get? I dont mind a stiff ride. I was thinking 500 front and 400 rear.

Sportlines are rated at 230lbs/in and they're pretty stiff (although progressive rate)...
Stock is something like 100lbs/in.
JIC Coilovers come out to be something like 450lbs/in... so 400- 500 could be pretty uncomfortable on the streets...
