I have been looking in the archives and was looking at the '91 cams stuff. If you were to install these cams on a '95 would this effectively raise the redline from 6500 to 6900 on the '95 engine? Would just installing the cams be okay or would problems be caused by that? Would the ECU need to be reset (or retuned such as getting a JWT ECU or get an Apexi S-AFC or some similar electronic unit?)

Changing the cams won't change the redline - that's enforced with the ECU. If you go cams, adding the ECU is a big boost.
You could just install the cams, and be fine (I ran with the slightly wilder JWT cams, with no ECU for a while). But if you really want the extra HP, do both cams and ECU.
