What do you think? (http://cgi.ebay.com/ebaymotors/ws/eBayISAPI.dll?ViewItem&category=63741&item=4507286 898&rd=1)
IMO it's total B.S.

I'd call BS.

ALSO POLLUTION IS REDUCED GREATLY. THIS SYSTEM WILL ALSO ALLOW YOUR ENGINE TO NO LONGER REQUIRE POLLUTION CONVERTER EXHAUST COMPUTER AND HIGH SPARK ELECTRONIC IGNITION.

only unless if it was some high compression motor which would make some sense.
That pollution converter exhaust computer is just 2 different things lumped as one.
Gonna try and figure out what that box on the intake is.
Could range from propane, blow-thru FI, or mechanical injection.

Head looks like a flathead/valve-in-block.

That's a Ford flathead

Here is a 1931 4-cylinder flathead 50 mpg car.

Its pretty easy to get 200mpg out of a 60 year old flathead when its mounted to the bed of a truck traveling at 65mph using its normal engine.
