cleaning mags: problem

The previous owner on my maxima (94) did not clean the mags at all.
sure i can clean the brakedust and dirt with soap, but i still have a darker residue (spots) where most of the dust accumulates, and this stuff won't come off with regular soap, any suggestions?
i tried cleaning all 9 spokes times 4 tires with a toothbruch, but it did not work too well... any products you can mention to ger this potent grime off?

i would try using a chemical cutting agent like safe-cut or i believe 3m makesm a simalir product ,it can cut out dirt but leave clear coatm entacted and buffed looking.you can get 3M at auto paint supply store,cost alot more than safe cut that is only 20.00 a gallon.

WD-40 or Simple Green. Let it soak. Should come off with ease.
