They will say anything so that when the paint fades (long after warranty expires) then the buyer will have to come back to buy new parts that have rusted and or been oxidized and destroyed. Show your mom this:

I am an auto detailer and every car should be waxed once every two months. Buy a bottle of Zymol wax and do it yourself. Also, never wax a car in direct sunlight because if the wax dries and hardens before you can take it off it becomes a mission to remove it.

My mom recently(November) got a 2002 VW Jetta TDI. I asked her the other day if she or my step father were going to wax it soon. She said the dealer told her it has a clear coat and will never need to be waxed. I tried to convince her that all cars have a clear coat; that wax is an added layer of protection. She won't listen to me. I'm going to continue trying to convince her otherwise. At least she keeps the car parked under a carport.

Those freaking car salesmen will say anything to sell a car.
