theorically speaking....if two exactly same cars...only difference is the muffler or exhaust...one has a cat back dual muffler and the other has a single cat back (Same Exact Exhaust)..would there be a downside to have the dual muffler besides extra weight? would it make any difference?

it all dependz on the size of the engine we are dealing with.. big v8 engines favor dual exhausts to move the air out from the 2 rows of cylinders. 4 bangers, however, can suffer from a dual exhaust because the engine itself doesnt have the capacity to generate that much exhaust gas. Thus, that is why u no civics buzzing around with dual exhausts.
to address the part of ur question about weight... i really believe that 10 lbs extra is negligable, because of the extra power you get from a dual exhaust on a v6, i6, v8, v12, etc engine.

bigger displacement engine or just a bigger engine will benefit a dual exhaust...but how about 4 cyclinder with many internal mods... would that favor a dual or single?

bigger displacement as in v6 and above ... a 4 cyl would not have enough cc, nor cylinders.. it would not produce enough exhaust gas for the dual exhaust to be efficient or effective

Its not a "true" dual exaust, its just splits down the pipe & into 2 mufflers. It may increase performance, but im sure they did it mostly for looks.

so would a "true" dual exhaust setup for a 4 cyl be a pair of headers for two ports each?

A dual exhaust system for a four cylinder engine- no matter what size- is useless. It is a riceboy gimmik. You notice the new Neon RT has dual exhaust- it is actually just one muffler with two exit pipes spread apart- useless. The better exhaust setup for a 4-banger would be larger diameter exhaust in some cases- and a less restrictive muffler and cat. converter. A header would also be beneficial in most cases- depending on your engine- where you want your power to be- and the manufacturer of the header. Materials also play a large part in power gains/ efficiency, etc... But a dual exhaust system will not create any more power than a single exhaust system on one bank of cylinders.

What about dual exhaust on an inline-6?
