Feds planning to address high-intensity discharge headlight complaints

WASHINGTON -- Federal regulators have a plan for dealing with mounting complaints about high-intensity discharge headlights and other vehicle lighting issues.

Regulators intend to propose rules during the first half of 2003 and to adopt them in the second half of the year, said Rae Tyson, a spokesman for the National Highway Traffic Safety Administration.

Two weeks ago, Tyson said he did not know of a timetable for rulemaking.

After Automotive News reported the comments last week, Tyson said he learned of "a rough schedule" for addressing the lighting issues.

The proposed rules will deal with the maximum permissible height of auxiliary lamps.

They also will address the light emitted by xenon-gas-filled, high-intensity discharge headlamps, or HIDs, which are used mostly by imported luxury brands, and by HID look-alikes, Tyson said.

NHTSA previously announced that it also plans to make a decision this year on limiting the brightness of daytime running lights.

NHTSA is paying more attention to lighting issues in part because the number of older drivers, who often are more sensitive to glare, is growing rapidly.

the problem is not with the lights, the problem is that the US regulations are made by FREAKINF IDIOTS. gee, lets limit the height of the headlamps, basically the same thing Germany did THREE DECADES AGO. my dad put German-market lamps on his 944 turbo and the difference was night and day (excuse the pun). the cutoffs for the beampattern looked like they were drawn with a ruler (hardly any overflow of light to the other side of the road), they lit up the road far ahead of the old lamps but didn't cause glare when looked at head-on (e.g. driving in opposite directions), etc. TUV regulations call for no light to be emitted above the line of the top of the lens, which basically has the same end effect of the rule the gov't wants to try. only i bet the gov't will find some way to overregulate and screw it up...

In the Q you can adjust the HID's up and down via a motorized control knob. Maybe that's a better solution for other automakers?

Adjustable lights aren't the answer. If the light pattern, direction or angle can be changed it would allow certain drivers to really become problems on the road.

Agreed Jsquared. The government meddles to much in the affairs of the common people. Mostly over petty ish like what you described. I love this country a great deal, but alot of the people that run it SUCK!!!

well first, i have to say that i oppose the government even bringing up the issue, because these lights are really cool and i dont want to see them go, but here is a solution...instead of regulating the factory-installed HID's that come on the more expensive, or equipped cars, they should ban, or regulate the aftermarket bulbs that people buy, because with my experience the fake XENONS are much much much more irritating than the real ones, because most of the time, and yes i have seen this before, the bulb is just PAINTED...YES PAINTED blue. What is up with that? And in response to what jason has to say, i think that if it gets to the point that the gov wants to ban the lights, they should take a lighter approach and make the car makers point the lights further down, or have a fob to adjust them, and have people adjust them down in high levels of traffic, because a lot of people complain that cross traffic with those lights really annoys them.
